A lawyer from Universidad de los Andes, with a minor in Government and a specialization in State Contracting from Universidad Externado de Colombia. She also holds a master’s in Law from the University of Pennsylvania and a Business for Lawyers Certificate from the Wharton School of Business. Julia is an expert in administrative law, state contracting, arbitration, and the structuring of concessions and public-private partnerships. Among her notable projects is the planning and structuring of 1,485 electric buses for Bogotá. She has served as a professor at Universidad de los Andes and Universidad del Rosario. Until January 6, 2021, she was the Deputy Legal Manager at Transmilenio S.A. Currently, she acts as an arbitrator and mediator for various legal centers across Colombia.
